still upload failing

We ran into an issue where it's not possible to upload a custom still image.
This always returns a message: "Action is not allowed, not authorized (user not allowed)". The asset is owned by the same users who uploads the still image.
The MediaMosa version is 2.3.17.
Any ideas?
