Enable permantent (static) urls to mediafiles

Description

For usage outside of mediamosa "client" applications, it is needed to mark a mediafile as permanent. This can work in the same way as 'downloadable' is set. This results in a fixed media url which doesn't change overtime. The use case for this is that a media url can be published in an rss feed, on a static html page, or inside a CMS. In short it can be integrated in other applications than a mediamosa client app.

A permanent URL will most likely mean that the mediafile can't have access restrictions.

And what if an asset (or its mediafiles) subsequently get access-restrictions, will the static URL disappear?
And if the access-restrictions are removed (e.g. they were set in error), do we get a persistent static URL: the same URL as before can be used?

Another possibility is to make 'static' a boolean value. When it's true, ACLs can not be set.

The solution to make "is_static" (or "is_permanent") a boolean value makes sense. When set to true, no ACL's can be set.

We have the oEmbed urls implemented now and the static URL's for stills.
Shouldn't be that difficult to implement this now.
Still a should have though...
