[extending module media mediamosa] Settings form for transcoding profiles

In the original module 'Media mediamosa' no transcodes are made after an upload. So one of the things that should be created is a settings form for admins where they can decided which transcodings profiles should be available.

A transcode profiles for is available. More details are available in #402. This ticket is reviewed from an end-user perspective and is okay.
